My point is that "the system is broken".

Having read the article John I can see that the aim is to get the message out that the system is broken, and it definitely is. Hopefully as more cases come out into the public arena then this will become apparent to those reporting the matter & also to the wider public. I was not amazed at how some authorities did not wish to disclose information.

Information has recently been requested as to how many EPO's, ICO's & CO's were applied for & granted to by one authority in a recent 5 year period. It will be interesting to see what statistical information they provide as a response, which will be posted once received.

I think you made a very good point the system is not working , I hope to talk to an expert witness if she rings me back.
Just for the record my own local authority did not submit the information how many SCR's
